Bush Calls For National Remembrance of Tsunami Victims By VOA News

George W. Bush

President Bush has called for U.S. flags to be flown at half-staff this coming week in honor of the victims of last Sunday's devastating earthquake and tsunami in the Indian Ocean.

During his weekly radio address, Mr. Bush said the carnage is on a scale that defies comprehension. The United States government raised its tsunami relief aid to $350 million this week and Mr. Bush said Americans are also directly contributing millions of dollars to relief efforts.


A delegation headed by Secretary of State Colin Powell and Mr. Bush's brother, Florida governor Jeb Bush, will soon travel to the region to assess aid needs.

The president's radio address followed his New Year's message to Americans, in which he said the country will go forward with "confidence and faith" in the future and perseverance in the war against terrorism.

      Japan became the single largest donor on Saturday with $500m.

      "The international compassion has never been like this," Mr Egeland said.

      He said the aid effort would focus on feeding one million Indonesians and 700,000 Sri Lankans for months to come.

      "The biggest constraints are the logistical bottlenecks by far," he told reporters at UN headquarters in New York, according to AFP news agency.

      "We need to make small, damaged airstrips some of the busiest airports in the world."

        BANDA ACEH, Indonesia - After the devastation wreaked by the seas, a deluge from the skies deepened the misery for tsunami-stricken areas Saturday, triggering flash floods in Sri Lanka that sent evacuees fleeing and increasing the threat of deadly disease. U.S. forces began one of their biggest relief missions ever with the death toll likely to hit 150,000.

        A 5.9 quake rocked Sumatra Sunday, the second strong aftershock on the hard-hit island in two days. But there were no reports of further damage or injury.


        The world's efforts shifted into high gear in ways big and small: elephant convoys working in Thailand, global assistance reaching $2 billion with a fresh pledge from Tokyo, and aid-bearing American helicopters touching down in Indonesia to the joy of tsunami survivors.


        The confirmed death toll from the quake and tsunamis that hit a week ago Sunday passed 123,000, and the United Nations (news - web sites) has said the estimated number was approaching 150,000. Thailand said it expects its death toll to reach 8,000.


        U.N. Secretary-General Kofi Annan (news - web sites) decided to visit Indonesia, the hardest hit nation, where the official death toll stood at more than 80,000, but officials said it could reach 100,000. Annan will attend a conference Thursday in Jakarta on organizing relief.


        "We mourn, we cry and our hearts weep to witness thousands of victims sprawled everywhere," said Indonesian President Susilo Bambang Yudhoyono, touring the damage on Sumatra island, which bore the brunt of both the quake and the waves.


        Hungry Indonesians welcomed a dozen American Seahawk helicopters sent from the USS Abraham Lincoln as they landed in Banda Aceh and other parts of Sumatra island's devastated northwest coast, bringing relief supplies including temporary shelters.                       BANDA ACEH, Indonesia - The main airport at Indonesia's tsunami-battered Sumatra island reopened Tuesday after it was closed for hours when a relief plane hit a herd of cows, hampering the world's still-fragile efforts to get aid to victims of the disaster. The region's hospitals overflowed with injured and malnourished survivors.

                      Global leaders were heading to southern Asia to get a firsthand glimpse of the damage and to hammer out a plan to help the millions of victims of the Dec. 26 earthquake and tsunami. In Thailand on Tuesday, Secretary of State Colin Powell pledged America’s full support. A donor conference was scheduled in Jakarta, Indonesia, on Thursday.

                              Is a Tsunami Warning System Feasable?

                              MS. PEARSON:

                              I'm Carol Pearson, and my guest today is Dr. Jack Harrald. He is the Director of the Institute for Crisis, Disaster and Risk Management at The George Washington University in Washington, D.C.



                              Professor Harrald, is there any system in place that could have prevented the calamity that we've seen in the Indian Ocean?



                              PROFESSOR HARRALD:

                              There is no system in place in the Indian Ocean that would have prevented the disaster.



                              MS. PEARSON:

                              But is there any system that we have around the world that we could have used to conduct a more effective warning?



                              PROFESSOR HARRALD:

                              Absolutely. The Pacific Basin is prepared to deal with tsunamis resulting from earthquakes, and there are warning systems both in the United States and Japan and throughout the Pacific Basin to warn populations that the tsunami could have been generated, first, when a seismic event is detected, when a tsunami is detected, then the warning is given. And in most countries in the Pacific Basin, the emergency management in communities, at the government level, are prepared to distribute the warning to the people. Those are the components that are necessary and exist in most of the Pacific Basin. That's one of the few places in the world where they do exist for tsunamis.
